PHARE 2006 Maritime safety: Enforcement of Administrative Capacity – Monitoring and Management of Vessels – PHASE 2
The establishment of the integral Croatian Vessel Traffic Monitoring and Information System (CVTMIS) is conceived and based on the Commission White Paper on the European transport policy as well as the requirements of the Directive 2002/59/EC establishing a Community vessel traffic monitoring and information system and repealing Council Directive 93/75/EEC, in particular. Project Phase 2 is composed of activities that are logical continuation of some of the activities and results provided in the Project Phase 1. It will apply:
Supply and setting up the radar sub-system
Supply and setting up the VHF Communication sub-system
Continuation of twinning project
Port Reception facility study
Assisting Croatian administration in harmonizing national policy, legislation and practices with EU legislation and best practices on state aid, market access in maritime transport and regulation on maritime cabotage.
VTMIS - VESSEL TRAFFIC MONITORING AND INFORMATION SYSTEM
Vessel Traffic Monitoring and Information System is technical, legal and institutional setup facilitating systematic monitoring of vessel movements and their physical and information tracking, improvement of safety of navigation and life protection in rescue operations, risk reduction of the ship accidents and reduction of all types of dangerous situations, improvement of search and rescue service and reduction of the sea pollution risks and coordination of the cleaning action in case of accidents.
Vessel Traffic Monitoring and Information System is going to collect all the necessary information on maritime traffic through different sensors, thus making possible to process, analyze, display in real time, store and replay all collected data, to share and distribute such information to the competent national and international authorities and institutions.
On the basis of the analysis of the existing IT solutions and existing documentations and studies, covering detailed technical design and appropriate baseline legal, administrative, organizational and institutional solutions Vessel Traffic Monitoring and Information System will be developed as a System that will provide Information service, Navigational Assistance service, Traffic Organization service and can be based on:

- METEO subsystem
- Geometronics (or Electronic Cartography)
- TVCC subsystem
- PMIS subsystem – port management information system

PORT RECEPTION FACILITY STUDY
The project is conceived as a research and consultation process and exchange of expertise between the consultant, line Ministry and other stakeholders that is to be sublimated in an integrated document- Port Reception Facility Study.
The project in its substance is dealing with existing and future necessary capacities for handling wastes and cargo residues and their efficiency, the criteria (in terms of quantity of wastes and cargoes, type of ships and traffic volume and seasonality) for requiring installation of the port reception facility in a port as well as minimal technical standards for those facilities for different levels of environmental load created by ships calling at a particular port a s stipulated by the Directive 2000/59/EC.
The project is also in particular going to refer to minimal technical standards and means for waste treatment, technological solutions, inspection procedures and policies in case of non-compliance; facility networking in Croatia, analyse of the transport costs and recommendations in respect of use of other non-maritime facilities and consider organizational and institutional as well as financial issues related to the subject.
The project shall have a significant impact on existing facilities and is therefore also envisaged to cover the cost-benefit analyses of the facility network and investment/ financial arrangements.
The project is carried out in Zagreb with field trips to ports open for international trade and to other ports that receive (or can receive) significant volumes of ship-generated wastes and cargo residues (at least in the area of Rijeka, Pula, Zadar, Šibenik, Split, Ploče and Dubrovnik).
The targets groups (the groups that will benefit mostly from the project realization):
- the Ministry of the Sea, Transport and Infrastructure, in particular the Maritime Safety and Marine Environment Protection Directorate
- the harbour master’s offices
- port authorities
- port operators
- ship operators
The Port Reception Facility Study is covering feasible and appropriate technology, methodology, organizational and fiscal arrangements as well as infrastructure and functional and technical requirements for reception of ship-generated waste by Croatian maritime port system, including detailed design of the sustainable national system of port waste reception facilities with cost-benefit analysis drafted, verified and approved.
