PORT RECEPTION FACILITY STUDY


The project is conceived as a research and consultation process and exchange of expertise between the consultant, line Ministry and other stakeholders that is to be sublimated in an integrated document- Port Reception Facility Study.
The project in its substance is dealing with existing and future necessary capacities for handling wastes and cargo residues and their efficiency, the criteria (in terms of quantity of wastes and cargoes, type of ships and traffic volume and seasonality) for requiring installation of the port reception facility in a port as well as minimal technical standards for those facilities for different levels of environmental load created by ships calling at a particular port a s stipulated by the Directive 2000/59/EC.
The project is also in particular going to refer to minimal technical standards and means for waste treatment, technological solutions, inspection procedures and policies in case of non-compliance; facility networking in Croatia, analyse of the transport costs and recommendations in respect of use of other non-maritime facilities and consider organizational and institutional as well as financial issues related to the subject.
The project shall have a significant impact on existing facilities and is therefore also envisaged to cover the cost-benefit analyses of the facility network and investment/ financial arrangements.

The project is carried out in Zagreb with field trips to ports open for international trade and to other ports that receive (or can receive) significant volumes of ship-generated wastes and cargo residues (at least in the area of Rijeka, Pula, Zadar, Šibenik, Split, Ploče and Dubrovnik).

The targets groups (the groups that will benefit mostly from the project realization):
- the Ministry of the Sea, Transport and Infrastructure, in particular the Maritime Safety and Marine Environment Protection Directorate
- the harbour master’s offices
- port authorities
- port operators
- ship operators

The Port Reception Facility Study is covering feasible and appropriate technology, methodology, organizational and fiscal arrangements as well as infrastructure and functional and technical requirements for reception of ship-generated waste by Croatian maritime port system, including detailed design of the sustainable national system of port waste reception facilities with cost-benefit analysis drafted, verified and approved.
