Obtaining Croatian seaman’s book for Ukrainian citizens
A Croatian seaman’s book can be obtained by a citizen of Ukraine, who resides in Croatia legally.
An application for a seaman’s book must be submitted in person at a harbormaster office.
Seafarers who have residence in Croatia apply at harbormaster offices depending on their place of residence

Ukrainian Endorsements
According to the information from the Government of Ukraine, Ukrainian documents are valid until 31 December 2023. The official letter is available on the following website: Circular Letter No. 4232-Add.19.
Revalidation of Ukrainian Certificates of Proficiency (CoP) in Croatia
A Ukrainian Certificate of Proficiency (CoP) cannot be renewed in Croatia.
A Croatian certificate can be obtained on the basis of full training (most of training courses last 2-4 days) after which you have to pass the exam.
Some training centers are offering training courses in English and Croatian, others - only in Croatian.
Revalidation of Ukrainian Certificate of Competency (CoC) or Endorsement attesting Issue (EaI) in the Republic of Croatia
A Ukrainian Certificate of Competency or Endorsement attesting Issue (EaI) cannot be renewed in Croatia.
Applying for Croatian Certificate of Competency (CoC) by Ukrainian seafarer
All seafarers regardless of their nationality who are applying for Certificate of Competency (CoC) for STCW II/1, II/2, III/1, III/3, III/2 have to graduate from authorized maritime school or college in Croatia. Foreign maritime school or college programs are not authorized by the Croatian maritime administration.
All seafarers regardless of their nationality who are applying for Certificate of Competency (CoC) for STCW IV/2 have to complete training course in authorized Croatian maritime training centre and pass the exam.
Applying for Croatian Endorsement attesting Recognition (EaR) by seafarer holding the Ukrainian Endorsement attesting Issue (EaI)
Endorsement attesting Recognition (EaR) shall be issued for the following Certificate of Competency (STCW II/1, STCW II/2, STCW II/3, STCW III/1, STCW III/2, STCW III/3, STCW III/6, STCW IV/2, and STCW VII/2) and the following Certificates of Proficiency (STCW V/1-1 and STCW V/1-2).
The requirements for issuance of the Endorsement attesting Recognition (EaR) are
Knowledge of maritime legislation of the Republic of Croatia shall be proven by previous education in which the appropriate examination has been passed. If a person has not completed his/her education in the Republic of Croatia, he/she is obliged to pass the examination in the Harbor Master's Office. The requirement in respect of passing the examination may be replaced by an appropriate confirmation issued by a Croatian shipowner confirming that the seafarer is familiarized with the maritime legislation of the Republic of Croatia.
The Maritime Safety Directorate of the Ministry of Sea, Transport and Infrastructure is responsible for issuance of Endorsement attesting Recognition (EaR) and all applications shall be submitted to the e-mail address: verification@pomorstvo.hr
The validity of the Croatian Endorsement attesting Recognition (EaR) will be the same as the validity of Ukrainian Endorsement attesting Issue (EaI)!!!
A fee in the amount of 2,65 EUR is charged for the issuance of Endorsement attesting Recognition (EaR)

Documents required when applying for a seaman’s book
• Application form (will be given in harbor master office);
• Identification document with Croatian personal identification number and residence in Croatia;
• Two photos;
• Possession of a valid certificate of medical fitness of a crew member issued by an authorized doctor of the Republic of Croatia or a country that has concluded an agreement on mutual recognition of certificates with the Republic of Croatia;

• The Croatian shipowner is eligible to apply for a Croatian seaman’s book on behalf of foreign citizen residing outside of Croatia, for crew member that they are planning to employ.
