Twinning Project PHARE 2006 – Maritime Safety

The results of the Twinning Project ˝Institutional Capacity Building for VTMIS and FSI¨ were presented on Monday, 3rd May 2010 in Split. This 500.000 EUR project worth is financed by European Union through pre-accession program PHARE 2006.

Establishment of VTMIS is obligation of the Republic of Croatia in process of accession to European Union. This project is implemented in accordance with European directives. VTMIS service that is under the MSTI will cover surveillance, management and organization of maritime traffic and in the same time will provide information to the ships in internal waters, territorial sea and ZERP.

The VTMIS service probation period is planned from 01. November 2010, and will last for one year. Establishment of the VTMIS service is significant step in improvement of maritime safety and protection of Adriatic from ships pollution.

Twinning project for implementation of Croatian VTMIS and education of employees has included institutional cooperation between MSTI and maritime administrations of Finland, Italy and Sweden.

At the same time with implementation of this project, for the VTMIS services needs the process of supply and installation of the VTMIS maritime radar system is in implementation process. This project is due to be realized in cooperation with international consortium Fleck Elektroinstallationen GmbH-Koncar Montažni Inženjering d.d. The project is worth around 5 million EUR. This project is co-financed by European Union PHARE 2006 program with 75% from the total amount. The construction is planed to be realized by the end of the 2010.

Together with VTMIS activities, the implementation of institutional capacity for Flag State Implementation was carried out. FSI surveillance includes constant activities of MSTI, such as legislation, activities to insure the highest technical standards in safety navigation, protection of sea from pollution, working and other condition that ships with Croatian flag should meet. Within this twinning project programs for education of experts are implemented and plan for strengthening of administrative capacity to improve technical standards on ships with Croatian flag was made. With these results we can insure permanent status of Croatian flag on the prestige ¨White List¨, Paris memorandum.
